Explain distinction in activity of the organizations at MES RK leading scientific activity in Kazakhstan.




Bodies:

National scientific councils in the areas of science: 1) the development of proposals for the formation and implementation of state policy in the field of science and scientific and technical activities, taking into account the goals and priorities of socio-economic, socio-political development of the country; 2) coordination of scientific, scientific and technical projects and programs of fundamental and applied scientific research, financed from the state budget; 3) development of priority directions of fundamental and applied scientific research in the Republic of Kazakhstan.

National Center for State Scientific and Technical Expertise: 1) ensuring the activities of the Higher Scientific and Technical Commission; 2) development of rules for the organization and conduct of state scientific and technical expertise.

The Higher Scientific and Technical Commission: 1) the organization of the development of scientific, scientific and technical projects and programs of fundamental and applied scientific research, implemented at the expense of the state budget, and implementation of their implementation at the stages of formation, execution and completion; 2) development of rules for accreditation of subjects of scientific and (or) scientific and technical activities, as well as their accreditation; 3) submitting proposals to the Government of the Republic of Kazakhstan on the list and composition of national scientific councils; 4) coordination of activities of national scientific councils; 5) coordination of the work of sectoral authorized bodies carried out within the framework of scientific, scientific and technical projects and programs; 6) approval of a model provision on the advisory body of a scientific organization, including the procedure for electing its members; 7) approval of the model clause on scientific laboratories for collective use; 8) approval of the model clause on the dissertational council; 9) approval of the order of awarding academic degrees; 10) approval of the order of conferring academic titles (associate professor, professor); 11) approval of the procedure for the state registration of dissertations protected for the degree of Doctor of Philosophy (PhD), doctor by profile; 12) development of regulations on national scientific councils; 13) development of the procedure for basic, grant and program-target financing of scientific and (or) scientific and technical activities; 14) development of the procedure for organizing and conducting research and development work on the basis of public-private partnership; 15) the definition of the parent organization for a scientific, scientific and technical program; 16) appointment and dismissal of heads of state scientific organizations within the limits of their competence; 17) organization of state accounting of scientific, scientific and technical projects and programs financed from the state budget, and reports on their implementation; 18) approval of reports on scientific, scientific and technical projects and programs financed from the state budget; 19) the exercise of other powers provided for by this Law, other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.

The branch authorized body: 1) participation in the development of proposals and implementation of state policy in the field of science and scientific and technical activities, coordination of work on scientific research in the relevant industry; 2) participation in the formation of priority directions of fundamental and applied scientific research in the relevant field; 3) organization of development of scientific, scientific and technical projects and programs financed from the state budget, and implementation of their implementation in the relevant industry; 4) approval of reports on scientific, scientific and technical projects and programs in the relevant sector financed from the state budget;

 

28)Compare systems of scientists' accreditation in Kazakhstan (before and after 2010) and abroad.

The National Accreditation Center was established on the basis of the RSE "State Scientific and Practical Center" Kazsertiko "and the State Enterprise" Institute for Advanced Studies in Standardization, Metrology and Certification "in 2000. At the same time, the Head of State set before the Government the task of integrating the national accreditation system into the international system and facilitating the promotion of Kazakhstan's exports through the reduction of technical barriers when conducting abroad procedures for recognizing test results and certificates for Kazakh goods. For fifteen years the system of accreditation as the main element of ensuring the quality and reliability of laboratory tests in the field of product safety has undergone a number of transformations.

Accession to agreements with international accreditation organizations, including International Laboratory Accreditation Cooperation (ILAC), Pacific Accreditation Cooperation (Pacific Accreditation Cooperation) and the International Accreditation Forum (IAF), is due to two reasons . Firstly, since we are engaged in accreditation of conformity assessment bodies, we should also be assessed by international organizations for compliance with international standards, requirements and principles. And, secondly, in the period of preparation for WTO accession, the obvious barrier was that our certificates and test reports were not recognized abroad. For example, when we imported grain to a country, it was subjected to a second test, there were arguments as to whether it was of high quality, whether it met the standards. At the same time, time was lost, quality of products declined, prices fell on it.

Membership in international organizations was preceded by a rather complex and lengthy preparatory work, as a result of which in 2008 we became an associated member of ILAC and applied for membership in this union. For three years after this, ILAC specialists came to visit us, checked our management system, the accreditation process of laboratories, compliance with the international quality management system. And only in 2010 in Shanghai, a multilateral treaty was signed. The whole world lives on bilateral treaties, we have also made a breakthrough; signing a contract with ILAC, we, with 50 countries at the same time, concluded an agreement on mutual recognition of each other's protocols. The agreement also provides that ILAC specialists will constantly check us.

Then we applied to the IAF International Organization, which was also preceded by painstaking work. A special group visited us on several occasions, checking the conformity assessment bodies. And in 2013 in Seoul (South Korea), as part of the joint IAF / ILAC General Assembly, the National Accreditation Center was accepted as a full member in the International Accreditation Forum, and in 2014 became a signatory to the Multilateral Agreement on the Recognition of the IAF MLA products.

It should be noted that in 2011 a licensing agreement was signed for the right to use the ILAC-MRA Combined Laboratory Label used on test reports issued by accredited laboratories. Such protocols can be recognized in the countries that signed the ILAC-MRA mutual recognition agreement, which helps to reduce the costs and time of domestic exporters for additional procedures to verify the conformity of the goods.
