Give critical evaluation to the Law of RK science.

This Law regulates social relations in the field of science and scientific and technical activities, determines the rights and duties of subjects of scientific and scientific and technical sphere.

The legislation of the Republic of Kazakhstan on science is based on the Constitution of the Republic of Kazakhstan, consists of this Law and other normative legal acts of the Republic of Kazakhstan.

The legal relations regulated by this Law regarding the conduct of scientific research, carried out from grant, program-targeted financing, are not subject to the legislation of the Republic of Kazakhstan, which establishes requirements for the procedure of procurement, including state procurement.

If an international treaty ratified by the Republic of Kazakhstan establishes other rules than those contained in this Law, the rules of the international treaty are applied.

The following basic concepts are used in this Law:

1) accreditation is a procedure, as a result of which the subjects of scientific and scientific and technical activities acquire an official recognition of the conformity of their activities with the requirements and standards established by the legislation of the Republic of Kazakhstan;

2) scientist - an individual who carries out scientific research and receives the results of scientific and (or) scientific and technical activities;

3) science is the sphere of human activity, the function of which is to study the laws of nature, society and thought, the development and theoretical systematization of objective knowledge of reality for the rational use of natural resources and the effective management of society;

4) the national report on science - an annual report containing an analysis of the state and trends in the development of the world and national science, proposals for improving the scientific and technical potential of the Republic of Kazakhstan, justifying the priority directions for the development of science;
